How likely would IRS extend the investment window again for OZ investors?

Although IRS has extended the required investment window until Dec. 31, 2020 to counterbalance the impact of COVID-19 to the market, it seems that the situation are less likely to get better by then. How likely would IRS issue another extension?

In my estimation, well south of 50%. It's possible, but the Coronavirus extensions for QOZs were already more generous than they were for other programs, and it would create even more tax reporting havoc that I doubt the IRS wants to invite.
