About Tom Windram

Tom Windram serves as a partner at the Washington national tax office of RSM US, LLP, a company focusing on audit, tax, business consulting and wealth management services.

RSM serves clients from a wide spectrum of industries, including consumer products, energy, financial services, government affairs, healthcare and life sciences, manufacturing, real estate and construction, technology, media and telecommunications.

With over 30 years of experience in accounting, Windram leads RSM’s federal credits and incentives team. He specializes in a myriad of tax incentives, including the Opportunity Zone (OZ) program. He spearheaded the company’s OZ practice group to advise real estate groups, partnerships, private clients and financial institutes on tax issues and strategies involved in OZ projects.

Prior to joining RSM, Windram served as a director at the department of R&D tax services of Deloitte. He also worked as a senior manager at KPMG, and as a manager of tax accounting at Mellon Financial.

Windram is a certified public accountant. He holds a bachelor’s degree in accounting from the Indiana University of Pennsylvania, and a master’s degree in taxation from Robert Morris University.

Windram is a frequent speaker at professional conferences on taxation issues and the OZ program.
