How can I as a non-accredited investor take advantage of Opportunity Zones by investing smaller capital gains?

You'll need to find a Qualified Opportunity Fund (QOF) that's crowdfunding or something similar. Most of these syndicated QOFs require you to be an accredited investor, but not every single one of them. Try to see if FundRise's QOF is right for you, just as an example.
