How could it help Opportunity Zone investors to institutionalize crypto exchanges?

You could make a crypto exchange a Qualified Opportunity Zone Business (QOZB) as long as the exchange performed only market making functions. You might be able to squeeze ownership of crypto under the intangible property rules rather than punitive treatment under the non-qualified financial property rules, but I would watch application of the anti-abuse rules to crypto holdings. I don't see a problem with a crypto market maker qualifying as a valid enterprise, though.
