How will IRS’ new rulings help me since I was late filing form 8996 to self-certify as a qualified opportunity fund?

    If you're talking about PLRs, those are specific to individual taxpayers, so they don't help anyone except the taxpayers to whom they're addressed. If you're late in filing Form 8996, you'll need to apply for your own PLR.
