If I add a third party to help me with my QOF, like a general partner, what rights do they have over my fund and investors?

What does it mean that the investors are limited partners only? Do they have a say in what the QOF does?

    General and limited partners don't have set rights and responsibilities in every deal. The roles can be customized with very wide latitude. Adding a third party could be on any terms you negotiate.
