Does purchasing a property being developed by a major developer in an Opportunity Zone qualify as original use?

I would be under contract before it's finished and make custom choices in the build, but do not get title until after the certificate of occupancy is issued.

    Sounds like it qualifies under the pre-TCO "loophole" in the regulations, but get this checked out by a tax professional.
