Is it expected that the authorities will make changes to the OZ tax program to help with the coronavirus recovery efforts?

Has there been any talk about including pure investments, not just capital gains as eligible sources?

It is unknown now whether there will be changes to the OZ program as a result of this crisis. I would expect that there would be consideration of extensions at the least but nothing has been put into place as of yet. I have not seen much discussion of expanding to include other investments. I don't think it will happen as that would fundamentally change the program.

I've heard nothing that a non-capital gain investment can get OZ tax benefits, even with anything contemplated under COVID-19. I do not expect any change to the rule that non-capital gain investment is not eligible for OZ tax benefits.

Not to my knowledge. It's just capital gains.

There is only talk of extending the deadlines, not expanding eligibility. The kinds of changes you're talking about would require an Act of Congress.
